Effort to shield some from deportation stays

The mixed signals reflect the political sensitivities behind the Obama administration program known as Deferred Action for Childhood Arrivals, or DACA.

Revoking the memo and ending the stalled program fulfill a key campaign promise by Trump, who pledged to "immediately" cancel both efforts. As of March 31, about 787,000 young immigrants have been approved for the Deferred Action for Childhood Arrivals program, according to government data.

Given President Donald Trump's opposition to the program, the Department of Homeland Security formally rescinded the policy rather than continue to defend it in court Thursday.

Sen. Tom Carper, D-Del., said keeping DACA in place was "common decency" and expressed relief that the dreamers "now have the certainty they deserve". "That is truly on Trump and he needs to do it", she said.

"We hope President Trump now will keep his entire promise by ordering an end to the Obama Administration's other unconstitutional amnesty, the DACA program, which continues to issues new work permits to those here illegally". His move to do so was largely symbolic.

Still, it gave Trump a chance to claim he was following through on one campaign pledge, even as he wasn't delivering on another. President Obama's justifications for his orders were always laughable: There is no Congressional Inaction Clause in the Constitution under which the president can unilaterally enact laws that the Congress won't, and this was never an act of "prosecutorial discretion"; these were attempts to waive the immigration laws for broad categories of people, and that's precisely how immigration officials interpreted them.
