IL - which has been without a budget since 2015 - concluded its historic impasse Thursday when the state House of Representatives overrode Republican Gov. Bruce Rauner's veto, breaking a dramatic 736 days of partisan gridlock.

The Illinois state budget passed by the House of Representatives on Thursday night not only restores about $1.8 million in Illinois owners' awards payments that weren't made available the last two years, it doubles them to about $3.67 million, according to a press release from the Illinois Thoroughbred Horsemen's Association, which helped lobby the legislature.

In a flurry of wide-ranging reaction after the vote, supporters of the measure - including Democrats, social agencies, labor unions and school-related entities - laid blame on Rauner for the long budget impasse and predicted the new measure will begin to fix the state's finances. "The state is imploding financially".

The two-year deadlock that followed had a widespread impact on organizations, public schools and higher education institutions that depend on state funding.

"I was sent to Springfield to fix our problems, not to make them worse", Hammond said.

The vote was delayed over an hour after the state capitol was put on lockdown due to white powder thrown in the vicinity of the governor's office. One person is in custody in connection with the incident.

No injuries have been reported, but the building is shut down until further notice.
