Ryan pledges action on Russian Federation sanctions amid Central Intelligence Agency concerns

The Trump administration's legislative affairs and Treasury staff are working to water down Senate-passed Russia sanctions legislation

If he testified, Donald Trump Jr would be the first member of the Republican president's inner circle of relatives and White House aides to give testimony to congressional investigations into the Russian Federation allegations.

The Senate was almost unanimous last month in passing a bill that would slap Russian Federation with new sanctions and give Congress the power to review any White House attempts to roll them back.

U.S. House Speaker Paul Ryan says he wants to move as quickly as possible on a package of "strong, bold" new sanctions against Russian Federation despite opposition from U.S. President Donald Trump's administration, which claims the bill infringes on its rights. The officials said the provision would infringe on the president's executive authority, according to an aide knowledgeable of the discussions.

"I don't believe that having the president's party in a position to protect him from any oversight is good policy for our country, and in fact it'd be risky for our country", Rep. Steny Hoyer of Maryland, the No. 2 House Democrat, said during his weekly news conference.

The fight over the House language is the latest twist for a bill that passed the Senate almost a month ago.

The Trump administration fears the measure will complicate its ability to conduct diplomacy because the bill limits the president's power to act on sanctions without congressional authorization. The Senate-passed sanctions bill would prevent Trump from returning the compounds without congressional consent.

Sen. Bob Corker (R-Tenn.) said: "This is all doing nothing but helping Russian Federation".

She called the decision by Democrats to introduce the original Senate bill "grandstanding and not a serious effort to resolve this issue and hold Russian Federation accountable".

Opposition to the June sanctions bill was not restricted to Capitol Hill. "This is a smokescreen to a bill that needs to get done now".

The national trade association representing oil and gas companies said the bill could harm US energy companies while strengthening the hand of Russian businesses. All they have to do is send the bill over here. "But aside from those issues we want to get this done, and get this fixed, and get this moving as quickly as possible".

Seeking a greater influence in foreign policy, Congress has included such "review" provisions in a few recent major bills, starting with Corker's 2015 legislation forcing congressional review of President Barack Obama's nuclear deal with Iran.
