Minneapolis police officer who fatally shot Australian woman is identified

The fiancé of Justine Damond, an Australian yoga instructor who was fatally shot by a Minneapolis police officer on Saturday, said his family was "utterly devastated" by her death on Monday.

The two officers involved in the shooting are on paid administrative leave.

Noor joined the Minneapolis Police Department in March of 2015 and was later celebrated as the first Somali officer for the 5th Precinct.

A woman killed by police in the United States had called them to report a sexual assault taking place in an alley behind her home, it has emerged.

However, police said the officer's body worn cameras and a camera in their squad auto had been switched off at the time of the shooting which may hamper the investigation. But he says both officers should have switched on their cameras when they were approached by Damond in the alley.

Noor has two open complaints against him from 2017 and one from 2016. Her maiden name was Justine Ruszczyk, but she went as Justine Damond. "We only ask that the light of justice shine down on the circumstances of her death", he said.

Damond, also known as Justine Ruszczyk, had taken the name of her American fiance Don. Noor relaxed his grip when the woman said she had a previous shoulder injury, the lawsuit says.

The victim has been identified by Australian officials as Justine Damond.

The three people, who were not identified by the newspaper, said two officers pulled into the alley in a single squad auto.

Officer Noor is a caring person with a family he loves and he empathises with the loss others are experiencing.

Bicking says Minneapolis has not posted data about body cam failures, but he says officers are required to check to make sure they are working at the beginning of each shift. "I ask that they (state investigators) give us as much information as they can as quickly as possible".

Damond led meditation workshops at Minneapolis' Lake Harriet Spiritual Community, according to the center's website.

"I don't know what happened", said Sterlace.

On Saturday night she called 911 to report "a possible assault in the alley behind her home on the city's southwest side". And she lost her life being a good neighbour.

"My mom is dead, because a police officer shot her, for reasons I don't know, and I demand answers", he said in a tearful Facebook Live video.

Alison Monaghan, a friend who trained Ms Damon in alternative therapies, told the ABC she was "the most attractive person", who moved to the USA to "follow her heart" for a "new life".

The Minneapolis Police Dept. requires any officer involved in using force to activate a body camera, The Minneapolis Star Tribune reported late Sunday, noting that, when activated, the body cameras feature a 30-second buffer - which allows whatever occurred in the crucial 30 seconds before the camera was activated to still be recorded.
