White House Unveils Reforms to Slash Legal Immigration Levels

Trump, senators to unveil skills-based immigration bill | Democrats surge ahead on generic ballot: poll

The bill is expected to half the number of immigrants legally admitted to the US over the next decade, the Hill explains: Earlier this year Cotton and Perdue introduced legislation that they said would effectively halve the number of green cards issued each year from 1 million to roughly 500,000.

Mr. Trump said the US has for decades issued green cards to "record numbers of low-wage immigrants", and said it puts pressure on unskilled workers who are USA citizens already.

The RAISE Act prioritizes immediate family members of United States residents, including spouses and minor children, but ends preferences for extended family members and adult children.

Perdue and Cotton's legislation would replace the current process for obtaining legal permanent residency, or green cards, creating a skills-based point system for employment visas. He added that the legislation is meant to favor green-card applicants who can speak English, financially support themselves, and demonstrate their skills, which he said would "reduce poverty, increase wages, and save taxpayers billions and billions".

Lost in the bluster was a vow to reform the legal immigration system "to serve the best interests of America and its workers". It has the potential to seriously restrict the flow of legal immigrants into the country, all - ostensibly - in the name of protecting unskilled American workers.

If passed, the plan would reduce the number of immigrants the US will allow into the country.

Limiting legal immigration is opposed by business groups, which rely on low-skilled workers for agriculture and other jobs.

Australian Dollar Rises After Chinese PMI Beats, RBA on Deck
This dragged the headline inflation rate for the year to June 30 to 1.9%, which is well below the RBA's target band of 2-3%. Moreover, Lowe actually said in his statement the terms of trade are expected to decline "over the period ahead".

The bill faces an uphill climb in the Senate, however.

It also sets a 50,000 annual cap on refugees, instead of a level mandated by the president. According to a Rasmussen poll taken in April, independents favor a merit-based system over a family-based one by a 47/32 spread.

"Hotels, restaurants, golf courses and farmers will tell you this proposal - to cut legal immigration in half - would put their businesses in peril", he said in a statement.

"They're not going to come in and immediately go and collect welfare. They can't do that", he said.

A White House official, speaking on background, says that the current immigration system "is outdated, and doesn't meet the diverse needs of our economy" and that the legislation being unveiled Wednesday "is aimed at creating a skills-based immigration system that will make America more competitive, raise wages for American workers and create jobs".

"The new Cotton-Perdue bill would do nothing to boost skilled immigration and it will only increase the proportion of employment-based green cards by cutting other green cards".

The president has made cracking down on illegal immigration a hallmark of his administration and has tried to slash federal grants for cities that refuse to comply with federal efforts to detain and deport those living in the country illegally.
