Turkey's Çavuşoğlu talks Syria with US, Russian counterparts in Manila

The U.S. wants to retain ties with Russian Federation despite alleged interference in the U.S. presidential election, Secretary of State Rex Tillerson said Monday.

But that did not stop US Secretary of State Rex Tillerson and Russian Foreign Minister Sergey Lavrov from meeting for the first time since the Trump administration imposed new sanctions against Moscow. "With the latest decree, we have appointed an ambassador to Laos, so now we have missions in every ASEAN state", he said. Both President Trump and Russian officials have remarked that U.S. -Russia relations have deteriorated to historic lows.

Ryabkov said Moscow hopes that Russian Federation and the United States would avoid confrontation, although the latest U.S. sanctions will have long-term consequences.

While Tillerson noted that Russian election interference had "created serious mistrust between our two countries", Trump has continued to express doubt about the meddling, especially while stressing his distrust in the USA intelligence community.

"I don't think it is useful to just cut everything off on one single issue", he added in reference to the election hack.

Moscow vehemently denies any efforts to influence the U.S. election, and retaliatory sanctions passed by Congress last month - against President Trump's wishes - have sparked a tit-for-tat.

The US will respond by 1 September to Russia's expulsion of 755 staff from the US embassy in Moscow, he said. "I hope that it will not come to a confrontation, and we will work to find ways to minimize damage from what happened".

Analysts and former U.S. officials were skeptical that much progress is likely any time soon on areas such as reducing the violence in Syria's civil war or calming the conflict in eastern Ukraine, let alone reversing Russia's annexation of Crimea.

The Russian deputy foreign minister also announced that "it will be hard to overcome it all if both houses of Congress do not take decisions to cancel everything that they have done concerning Russian-US relations". "That's just what we in the diplomatic part of our relationship are required to do".

Lavrov's upbeat assessment came amid what the USA has called a diplomatic low point unseen since the end of the Cold War.

The Trump administration named Volker to the position in July.

"Naturally, such actions, including the illegal retention of our diplomatic property since December of previous year, could not remain unanswered, and won't be in the future".

Lavrov told reporters that despite strained relations with Washington, his country was ready for more engagement with the USA on North Korea, Syria, Ukraine and other pressing matters. Mr Lavrov said that U.S. military preparations in the Korean Peninsula area are only escalating tension and this should be avoided. Mr Lavrov reiterated the need to respect in full Syria's sovereignty and territorial integrity, as well as the provisions of the UN Security Council resolutions that lay the foundations for advancing the political process.

Recall about eight days ago, that the United States Senate approved additional measures to expand economic sanctions against Russian Federation, as well as against Iran and North Korea.
