Decision due from US on Bombardier trade dispute

Bombardier's deal to supply billions of pounds worth of jets is in jeopardy after the US Commerce Department ruled that Bombardier received an unfair subsidy in the form of £135m investment pledge by the UK Government and Northern Ireland's power sharing administration.

America's Department of Commerce has made a preliminary finding that the Canadian company had received unfair state subsidies and sold below cost.

Quebec Premier Philippe Couillard says he wants Ottawa to take a hard line against Boeing after the U.S. Department of Commerce proposed a hefty 219 per cent countervailing duty on jets manufactured by Montreal rival Bombardier.

But while the Prime Minister has expressed her "bitter disappointment" over the ruling on Twitter, but she is likely to be fielding more uncomfortable messages from the DUP leader Arlene Foster.

Trade unions have warned that tariffs could make Bombardier question whether to stay in Northern Ireland, where it employs over 4,000 people.

Noel Gibson, who has worked at the Bombardier factory in East Belfast for 27 years said: "It is workers who lose out in any dispute and that's what politicians need to realise, that we suffer when commercial disputes break down. Boeing wants and we want a long-term partnership but that has to be two way".

The Department of Commerce's enforcement and compliance unit is responsible for vigorously enforcing U.S. trade laws and does so through an impartial, transparent process that abides by global rules and is based exclusively on factual evidence, its statement said.

The minister said his government would re-double efforts with its Canadian counterparts to help bring about a settlement to the bitter dispute.

Shadow education secretary Angela Rayner called on the Government to protect the jobs involved.

Earlier Mrs May, who has directly lobbied US President Donald Trump over the dispute, expressed regret at the decision. On that matter, Boeing is seeking duties of about 80 per cent. May said in a tweet that she was "bitterly disappointed" by the ruling.

"This result underscores what we have been saying for months: the USA trade laws were never meant to be used in this manner, and Boeing is seeking to use a skewed process to stifle competition and prevent United States airlines and their passengers from benefiting from the C Series".

Announcing the U.S. government's initial finding, the country's secretary of commerce Wilbur Ross said the subsidisation of goods by foreign governments was something the Trump administration "takes very seriously".

An worldwide trade dispute with major implications for jobs in Northern Ireland is unjustified and unwarranted, the British Government said.
