The President threatened to send suspect Sayfullo Saipov to Guantanamo Bay

Senate Minority Leader Chuck Schumer, a Democrat from NY, is listed as a sponsor of the 1990 legislation that created the current visa lottery for "diversity immigrants" from countries that had historically low rates of immigration to the U.S. The legislation was signed into law by President George H.W. Bush.

Sen. Lindsey Graham (R-SC) shared his thoughts Tuesday on what should happen to the man who deliberately plowed into pedestrians in Manhattan yesterday, killing at least eight and injuring at least 13 in what authorities called an act of terror.

McCain (R-Ariz.), chair of the Senate Armed Services Committee, agrees with Graham that Saipov should be treated as an enemy combatant.

"I would certainly consider that", he told reporters at a cabinet meeting. Law-enforcement authorities said the suspect in NY followed an ISIS playbook to carry out the attack. (However, Schumer he was also a player in a 2013 immigration overhaul bill that would have eliminated the program).

"Now more than ever, Congress should come together to devise and pass legislation to fully and humanely reform our broken immigration system and secure the homeland", McCain said.
