"We are obliged today to take a serious and honest stand.to counter these belligerent policies so that we can protect our security", said Al-Jubeir.

Lebanon, where Hezbollah is a key member of a coalition government, and Iraq, a majority Shiite nation bound by close political and religious ties to Iran, stated their reservations about the harsher parts of the resolution, including one that branded Hezbollah a "terrorist" organization.

Arab League Secretary General Ahmed Aboul Gheit said the Arab nations were "not declaring war on Iran at this stage", but meant to "brief" the matter with worldwide organizations, including the United Nations Security Council.

Allies of Hizbollah, the Iran-backed militant group, which has members in Lebanon's government, appeared to defend the organisation after it was roundly condemned at an Arab League meeting on Monday.

Arab diplomats said the resolution seeks a declaration of solidarity with the premier Arab state, and support for actions it might take in the name of national security amid alleged meddling by Iran.

Riyadh's latest effort to ratchet up pressure against its Shiite rival comes after Houthi rebels in Yemen fired a ballistic missile at Saudi Arabia earlier in the month.

Israel had also admitted providing medical support to the "civilians" injured in Syria.

According to Marwan Bishara, a senior political analyst has said that Saudi Arabia had convened the Cairo meeting in a bid to "consolidate its position in a divided Arab region".
