President Donald Trump designated North Korea a state sponsor of terror on Monday, following through on his administration's promises throughout this trip to Asia to make a decision soon.

North Korea's state-run Minju Joson newspaper ran an editorial which said: "A load of rubbish spouted by the old lunatic Trump during his recent visit to South Korea was a total nonsense and paradox so far".

The move also could undercut Trump's efforts to solicit greater Chinese cooperation in pressuring North Korea to halt its nuclear and ballistic missile tests, the official said.

"In addition to threatening the world by nuclear devastation, North Korea has repeatedly supported acts of worldwide terrorism, including assassinations on foreign soil", Trump told reporters at the White House.

In February, plans for talks in the United States between former US officials and North Korea were scrapped when the State Department denied a visa for a top envoy from Pyongyang after the murder of Kim's half brother, Kim Jong Nam, in Malaysia.

"Over the past year alone, Kim Jong Un and his regime brazenly assassinated his brother with a chemical weapon and brutally tortured Otto Warmbier, leading directly to his tragic death", the California Republican said in a statement.

The move, which will be formally announced by the Treasury Department on Tuesday, returns North Korea to the State Department's State Sponsors of Terrorism list.

United Nations spokesperson Farhan Haq said the UN has "nothing to say" about the U.S. designation of North Korea as a state sponsor of terrorism.

Trump has faced pressure from congressional lawmakers to relist the country amid its advancing nuclear missile program, though some fear it could increase already heightened tensions on the Korean peninsula.

"We've had the North Koreans on the state sponsor of terror before..."

Although tragic, the Warmbier case does not seem to meet the statutory criteria for global terrorism, says Daniel Pinkston, who specializes in Northeast Asian security issues at Troy University in Seoul.

Bush made a decision to remove North Korea from the list as part of a bid to save a nuclear deal with the country.

In the US, political uncertainty weighed on treasury yields and the dollar, underpinning a move higher in gold prices after reports surfaced that Special Counsel Robert Mueller was set to issue fresh subpoenas for the Trump campaign as part of investigation into alleged Russian interference in the 2016 USA election.

While Klingner argues the move would have a "tangible impact on regime finances", Hill says the strategic value of the move is "purely symbolic". "Well, we're not going to do that in either case", Hill says.
