Tillerson Says North Korea Has to Stop Nuclear Tests Before Any Talks

United States Secretary of State Rex Tillerson said the United States would not accept any.

"Let's just meet and let's - we can talk about the weather if you want", he said. That overture was nearly immediately rebutted by White House officials.

Last month, North Korea said it had successfully tested a new type of ICBM that could reach all of the USA mainland and South Korea and US-based experts said data from the November 29 test appeared to support that.

Tillerson added: "We will in the meantime keep our channels of communication open".

Washington needs to shed light on its intentions before proceeding with any campaign to halt North Korea's nuclear ambitions.

"We would like to have Russia's help", said Trump, who discussed the crisis by phone with President Vladimir Putin on Thursday. The initial draft of Tillerson's speech reportedly included mention of dialogue without preconditions, which did not make it into the actual text. The White House has been unwaveringly hawkish, while the State Department and Pentagon appear more interested in a negotiated resolution. Tillerson extended that challenge to other countries that have been slow to fully implement existing resolutions on North Korea, saying that it calls "into question whether your vote is a commitment to words only, but not actions". China's deputy United Nations ambassador, Wu Haitao, called for early resumption of dialogue.

"The current situation on the (Korean) Peninsula is not caused by any one party alone, and it is not possible to impose on any one party the responsibility of solving the problem", he said.

China at the meeting warned against "mutual blaming". He described the latest North Korean intercontinental ballistic missile test on November 29 as the "Great November Event" leading to "completing the state nuclear force" and "building a rocket power".

The companies, which have already been sanctioned by the United States, deal in finance, coal and minerals, transport - including shipping - and the sending of North Korean workers overseas.

The UN's World Food Programme, Unicef, the World Health Organisation and the UN Development Programme all have operations in North Korea.

The mention of "Two Fronts" is a reference to North Korea's theory of simultaneously developing its military capabilities, as well as its economy, which are both vulnerable to worldwide sanctions.

Asan added: 'But there's little room for North Korea to conduct bigger provocations.

Tillerson said the North's growing capabilities were a "direct threat to our security and the security of the entire world". "We do not regard this claim as an empty threat".

Some US-based experts believe North Korea could be only two or three tests away from being able to declare the missile operational.

Tillerson was addressing the U.N. Security Council Friday. Guterres said he was concerned about "unintended escalation or miscalculation", which he said was being increased by "misplaced confidence, unsafe narratives and the lack of communications channels". "This is critical to lower the risk of miscalculation or misunderstanding and reduce tensions in the region", the United Nations administrative head said.
