The council, also known as PACHA, has advised the White House on HIV-AIDS policies since 1995.

'Changing the makeup of federal advisory committee members is a common occurrence during Administration changes. But the jettisoned members are also encouraged to reapply to the new council, which will begin in 2018.

Scott Schoettes, who was one of the six members who resigned in June, is a lawyer for Lambda Legal, a national LGBT civil rights organization dedicated to those with HIV and AIDS.

The Trump administration has pursued cuts to AIDS-related programs at home and overseas, for instance at the Centers for Disease Control and the Global Fund to Fight AIDS, Tuberculosis and Malaria, respectively. "Every organization serving people living with HIV and fighting to end this epidemic must galvanize their networks of clients, staff, and volunteers to resist and fight back against these risky HIV policy decisions", he added.

Since the resignations in June, Trump has made public statements on HIV/AIDS consisting of proclamations on National HIV Testing Day and World AIDS Day.
