Former White House adviser Steve Bannon is willing to cooperate with Special Counsel Robert Mueller's probe into whether President Donald Trump's campaign coordinated with Russian Federation to influence the election, according to multiple media reports late Tuesday and early Wednesday.

Bannon's silence came as it emerged he also received a grand jury subpoena from special counsel Robert Mueller.

Bannon's lawyer, Bill Burck, was in constant contact with the White House counsel's office during the interview, according to the report, and he was told to advise Bannon not to discuss his work on the transition team or in the White House.

Additionally, the committee planned to press Bannon on other "executive actions" taken by Trump that have drawn interest from congressional investigators looking into ties between Trump's campaign and Russian operatives.

"This was effectively a gag order by the White House preventing this witness from answering nearly any question concerning his time in the transition or the administration and many questions even after he left the administration", said Rep. Adam Schiff, the ranking member on the House Intelligence Committee. "We said to Bannon, 'Don't answer those questions because we haven't agreed to that scope under the process'".

Reporters brought up the fact that Bannon's attorney was relaying the questions asked by the committee to the White House in real time.

But sitting White House officials rarely appear before the congressional panels investigating Russian Federation meddling, making Hicks' appearance even more significant - especially given her ties to the President.

Bannon's decision to avoid answering questions on the grounds of potentially infringing on executive privilege evoked memories of Attorney General Jeff Sessions' response to congressional questions past year.

A top Democrat has said the White House imposed a "gag order" on Bannon.

Bannon's refusal to answer the committee's questions Tuesday spurred lawmakers to issue and serve an immediate subpoena on Bannon to compel his appearance and testimony.

A spokeswoman for the Republican running the probe, Rep. Mike Conaway, did not respond to a request for comment, nor did Hicks.

"As with all congressional inquiries touching upon the White House, Congress must consult with the White House prior to obtaining confidential material", Press Secretary Sarah Huckabee Sanders said.

A spokesman for Mueller declined to comment on the CNN report.

"I think he saw doing the physical as an opportunity to put some of that to rest", Jackson said. It could also signal that Mueller is seeking to pressure Bannon to agree to an interview with his investigators.

Others said it was still possible that the subpoena was a tactic to persuade Mr Bannon to meet investigators in a less formal setting, or that it could provide cover for a witness who had already made a decision to offer evidence.

On Wednesday, the House committee interviewed Trump's former campaign manager Corey Lewandowski and senior White House aide Rick Dearborn behind closed doors.
