Wylie said he "absolutely" believes AggregateIQ drew on Cambridge Analytica's databases for its work on the Brexit campaign.

On Monday a whistleblower at the heart of a Facebook data scandal questioned the result of the Brexit vote as his lawyers presented evidence that they said showed the main campaign for leaving the European Union had broken the law.

Mr Wylie told the committee that AggregateIQ (AIQ) - the Canadian firm employed by Vote Leave to provide targeted marketing during the referendum - was set up by SCL Group, a strategic communications company linked to Cambridge Analytica (CA).

A Canadian company that worked to identify and target voters in favour of Brexit is facing renewed scrutiny after allegations that the campaign it worked for may have breached spending rules.

Christopher Wylie previously alleged that political consultancy Cambridge Analytica used data harvested from more than 50 million Facebook users to help U.S. President Donald Trump's 2016 election campaign. "It's about the integrity of the democratic process".

He claimed he had met Vote Leave's campaign director, Dominic Cummings, in November 2015, at a point when it was clear that the eurosceptic group had no database of its own. He said he was confident that the third investigation would produce the same result.

They allege that Vote Leave circumvented spending limits by donating 625,000 pounds ($860,661) to the pro-Brexit student group BeLeave, which then sent the money directly to AggregateIQ. "I know that Vote Leave cheated", Sanni told Britain's Channel 4 news.

The message exchanges show Vote Leave officials overseeing the content of material distributed by BeLeave volunteers, and offering suggestions on how BeLeave workers should respond to questions from the Electoral Commission.

"In these circumstances, there are certainly reasonable grounds for the Commission to use its powers... to investigate whether any election offences committed by Vote Leave and Mr Halsall were committed with the knowledge, assistance and agreement of other senior figures/officers in Vote Leave, including Mr Parkinson and Ms Watson".

The whistleblowers also have evidence that AggregateIQ was sending targeted ads on behalf of BeLeave at a time when it was working closely with Vote Leave, Allen said.

Whistleblower Shahmir Sanni, who worked for BeLeave, earlier told British media of the campaign's close ties to Vote Leave, "in effect they used BeLeave to overspend, and not just by a small amount". "But 17.4 million opted to leave in a free and fair vote and the result must be respected".

Because of the links between the two companies, Vote Leave got the "the next best thing" to Cambridge Analytica when it hired AggregateIQ, "a company that can do virtually everything that (Cambridge Analytica) can do but with a different billing name", Wylie said. The two firms shared underlying technology and worked so closely together that Cambridge Analytica staff often referred to the Canadian firm as a "department", he said.

"AggregateIQ works in full compliance within all legal and regulatory requirements in all jurisdictions where it operates", the company said in a statement. "All work AggregateIQ does for each client is kept separate from every other client".
