'Deal reached' for Syria rebels to quit last Ghouta holdout

Final evacuation deal reached for Syria's eastern Ghouta enclave

After the last batch of armed islamists left the towns of Jobar, Arbeen, Zamalka and Ayn Tarma on Saturday evening, the entire Eastern Ghouta came under the government control except for Douma, the largest and most densely-populated area in that farming belt.

A number of fighters and their families had left the town on four buses and passed into government-controlled territory via the nearby al-Wafideen checkpoint, from where they would later travel to Jarablus, the correspondent added.

State media said the first members of the Jaysh al-Islam rebel group had left Douma on buses and were due travel to the northern town of Jarablus.

The unit of the powerful Lebanese Shia militia that has been fighting with the Syrian army said among the terms of the deal was setting up a Syrian government-approved local council to run the city's affairs after rebels withdraw.

The sources confirmed that the deal was instead similar to the one reached in Qaboun and Barza, which stipulated the evacuation of fighters opposed to a deal reached with the Syrian regime, and their families to the north of Syria. In recent weeks, the government offered the now-standard deal it had extended to the opposition in other besieged areas of the country, granting safe passage to those who refuse to lay down their arms to leave to the rebel-held province of Idlib in the country's northwest.

Jaish al Islam had no immediate comment on the reports but responded to earlier claims by the Syrian government that it was negotiating a deal to stay and not to pull out of the city. He did not wish to be named in this report for political reasons.

The last Syrian opppsition group in eastern Ghouta near Damascus began withdrawing on Monday under an agreement with the Assad regime, regime media said, though a military source said a group of opposition fighters were still rejecting the deal.

The retaking of eastern Ghouta would mark a major milestone in President Assad's efforts to regain control of territory seized by rebel factions during Syria's seven-year civil war.

The Observatory said that more than 1,600 people were killed as intense artillery, shelling and airstrikes made way for a ground offensive that saw Ghouta split into three separate pockets of rebel control.

Failaq al-Rahman reached a deal last month with the Syrian army under Russian auspices to give up a string of towns in eastern Ghouta they had controlled, in exchange for safe passage to Idlib.

Jaish al-Islam counts around 10,000 fighters, according to the Syrian Observatory for Human Rights. At least 1,644 civilians, including 344 children, have been killed in the offensive that began on February 18 and reduced some neighborhoods to rubble, according to SOHR, which monitors the seven-year Syrian war through activists on the ground.
